Urban Fantasy is a tough gig at the moment, and steampunk if done well can still get a go. Only run the lower end of publisher once the top end has said no - my advice and how I work. The agent game is as hard as the publishing game - if you are new it is mighty, mighty hard to get read, let alone signed on.
